Date and artist attribution sought by Valence House Museum

Valence House Museum has recently been asked to identify the sitter in this portrait.

Writing on the reverse of the frame identifies this sitter at Charles (Skyrme) Fanshawe of Island House, Laugharne [Carmarthenshire]. It also state that the sitter is descended from King Charles II and his wife Lucy Walter through their daughter Mary, wife of William Fanshawe. Our research has shown that there is no connection between the Fanshawe family and the Skyrmes, who owned Island House. Also, the Fanshawes have no connection to Island House, but are connected with Laugharne. The first Charles Fanshawe to descend from Charles II and Lucy Walter is Charles Robert Fanshawe (1780-1859), but is this portrait too early to be him?
